Baltic nations Estonia, Latvia, Lithuania and Poland are targeted as "widening" countries, for increased participation and spreading excellence of European projects. The European Commission has taken measures to strengthen collaboration across Europe by improving the capacities of widening countries in research and innovation, as well as to support the reforms of national policies on strengthening the European Research Area. Widening countries, or low R&I performing countries, are countries where investment in R&I is insufficient as well as there is a lack of centers of excellence having sufficient competence to carry to an innovative growth of the Country.
The widening program is aimed at a total of 15 countries with below-average numbers of highly cited research papers, top institutions, and grant funding: Bulgaria, Croatia, Cyprus, Czechia, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia and Slovenia.
